Governors in Florida, Idaho, Indiana, Nevada and New Jersey have called for the complete removal of teacher tenure, claiming it will help improve the overall quality of public education. This legislation could pass because many schools are experiencing tighter budgets, which has decreased the authority of teachers unions. Its practically impossible to remove an underperforming teacher under the system we have now, said Gov. Brian Sandoval of Nevada. Nevada has the lowest high school graduation rate in the nation. Sandoval told the New York Times that eliminating teacher tenure would help schools select and use the best teachers. Districts could then remove teachers based on competence, not seniority, claims Sandoval. Others believe that districts should invest more in the hiring process, ensuring that every teacher is competent. Why arent governors standing up and saying, In our state, well devise a system where nobody will ever get into a classroom who isnt competent? Dennis Van Roekel, president of the National Education Association, told the New York Times. Instead they are saying, Lets make it easy to fire teachers. Thats the wrong goal. The current tenure system is not bullet-proof for teachers. Public school teachers usually get tenured after two or three years of teaching and can still be removed if deemed ineffective. However, once teachers are tenured they have a right to a due-process hearing before they can be removed. This process can be time consuming and expensive; so many politicians are calling to end the system, giving districts freedom to remove ineffective teachers without a due-process hearing. Many organizations have been performing studies, attempting to link students achievement directly to teachers performance. These organizations believe that teachers should be compensated based on their students achievements. Politicians are now taking this notion a step further, claiming that if strong student achievements can give teachers a raise, then poor student achievements should be enough to remove a teacher, even if tenured. The Common Application:The non-profit application began the-one-application-fits-all trend and 414 colleges and universities accept it. Its available online and in hard-copy form at a guidance counselors office. Students are asked to provide a short, personal statement and a longer essay on a topic of the students choice with a minimum of 250 words. This was designed so students would not have to create a completely custom application for every college. The creators encourage students not to tailor their essays to each college. There is an individual fee for each additional college a student applies to, set by the college not the app. Universal College Application: Created bya for-profit group, this application is accepted by 77 colleges and universities, over 50 of which also accept the Common Application. It does not ask for an essay; however, some colleges who accept this application require one with a maximum of 500 words. However, the essay can only be seen by colleges who require or encourage it. This online only application encourages students to link their personal web portfolios, social media pages, online newspapers, blogs or compositions. Common Black College Application: This application is accepted at 35 historically, black colleges and offers a standard one-time fee of $35; rather than charging the student for each additional college he/she chooses to apply to. XAP: This application is growing, and it processed nearly 4 million applications in 2009. The application calls these mentor systems, and they are ran and funded by the states education departments and not the colleges. Then students can select all the colleges they wish to apply to (that accept Embark) and the basic information is automatically filled in. However, this is not a complete application, and students will need to complete other essay sections that are unique to each college. Nearly 640 colleges and universities accept this application; however, fewer than 20 accept it electronically. Most students will download and print a PDF file, generated by Embark; then mail it to their selected colleges. Superapp: This application is available at nearly 2,500 high schools and districts and is accepted at about 1,500 colleges and universities. A student selects a college he/she wishes to apply to; then that college simply accesses a students data (G.P.A., test scores, class rank) straight from the information systems at his/her high school. The creators state that this process happens automatically with little or no intervention from guidance counselors, and that this information completes about 80 percent of a colleges application. The Obama administration recently announced that it would revamp former president George W. Bushs original education initiative. Arne Duncan, Federal Education Secretary, believes that the school ratings system Bush put in place with the No Child Left Behind Act is in jeopardy itself because the law is no longer workable. Obama and Duncan are pushing to lighten up on the ratings system, labeling fewer schools as failing, but cracking down hard on under-achieving schools. Duncan said that the No Child Left Behind Act had created dozens of ways for schools to fail and very few to help them succeed. Duncan and the Federal Education Department estimate that up to 82% of schools could be labeled failing, an increase from last years 37%. The No Child Left Behind Act creates benchmarks for schools to rise steadily nationwide, in hopes of creating adequate education for all students. However, critics say that the law creates a blunt pass/fail approach, and the many schools labeled as failing are actually performing well. Under this act, schools must test students in every grade third through eighth and once in high school on reading and math skills. Those scores, combined with attendance and graduation rates, let the government determine if schools are making adequate yearly progress toward becoming proficient. Also, the No Child Left Behind Act set a lofty goal of a 100% proficiency rate by 2014. Obama is planning to measure schools based on their students academic growth. Schools that excel will be rewarded, schools that fall in the middle would be given more flexibility to improve themselves and failing schools at the bottom will face strict federal mandates to adopt changes to improve.
